QUALIFICATIONS: Must possess a Master’s Degree and be eligible for a Virginia License in administration and
supervision. Master’s Degree in Education and/or Education Administration is required and a minimum of five years of experience as an Adult Education Program Manager or other adult education administrative capacity. Considerable knowledge of the Virginia Department of Education Office of Adult Education and Literacy policies and procedures is required. The manager shall possess the knowledge, skills, and credential consistent with the responsibilities and duties required to effectively administer, write, and manage federal and state educational funds and programs; develop and manage regional budgets. Ability to review and evaluate the overall effectiveness of local and regional programs, set goals and long range plans based on the Workforce Innovation and Opportunity Act (WIOA). Must possess considerable knowledge of the principles of supervision, organization and administration, as well as possess skill in assisting, developing and supporting staff. Must possess the ability to plan, organize, and direct a comprehensive education program for adults in multiple jurisdictions. Must possess excellent leadership, supervisory, interpersonal, and communication skills. Must possess the ability to establish and maintain effective working relationships with clients, local program managers, the community, and administrative staff.
PERFORMANCE EXPECTATIONS: Manages the adult basic education and English literacy programs within the region,
including budgets in a manner consistent with the requirements of the Adult Education and Family Literacy Act, Title II of Workforce Innovation and Opportunity Act (WIOA) of 2014, and the procedures outlined in the Operational Guidance Manual for Virginia Adult Education and Literacy Programs. Those responsibilities shall include: outreach and recruitment of adult learners; reporting and collection of student data in a manner consistent with NRS (National Reporting System) and OAEL (Office of Adult Education and Literacy) requirements; ensuring delivery of high quality adult education instruction by well-trained and qualified teachers; and collaboration with agencies, one stop career centers, community colleges, community-based organizations, and employers. Provides leadership and program development consistent with OAEL priorities, including, but not limited to, the following: integration of program management and instructional standards into curricula and classroom instruction, workforce development activities, transition of adult learners to postsecondary education and employment; leadership for implementation of WIOA; continuous program improvement, including efforts to meet or exceed state and federal performance targets; use of data for program improvement and use of technology as a management and instructional tool. Collaborates with local program managers in developing and updating the multi-year plan and annual grant application continuations for funding required by federal legislation. Works closely with the Workforce Investment Board (WIB) to expand adult education services. Responsible for the program staffs’ participation in the Virginia Adult Learning Resource Center’s Adult Education Certification Program. Complies with monitoring and evaluating activities conducted by OAEL staff, including, but not limited to, on-site visits and completion of corrective action. Initiates and maintains effective liaisons with other school divisions and professional societies to maintain a current knowledge in adult education best practices. Creates and/or maintains an advisory board comprised of a representative from each member agency participating in the regional program, appointed by the chief executive officer of each member agency. While working with the advisory board, plans, organizes, develops, implements, and evaluates adult education services in the region. Performs any other related duties as assigned by the Director of Career and Technical Education.
GENERAL DEFINITION AND CONDITIONS OF WORK: Provides leadership to the adult education program in the
region by coordinating services to adult learners, providing staff development for teachers and tutors, and working with the Workforce Investment Board (WIB) to accomplish the goals of the Workforce Innovation and Opportunity Act of 2014 (WIOA). Occasional walking and light lifting up to 10 pounds. Work requires vocal communication for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data.
REPORTS TO: Director of Career and Technical Education
SALARY/LENGTH OF CONTRACT: Pay grade 20, $75,455 - $118,489. This is a twelve month (261 days) contract
position with excellent benefits. This is a grant funded position and is contingent upon the approval of grant
funds. This is a three year grant with funds awarded annually. FLSA: Exempt

Growing manufacturer of Intermodal/ISO Chassis in Emporia, VA looking for an experienced LOGISTICS AND TRANSPORTATION COORDINATOR to join our team.
The essential duties for this assertive, self-motivated, hard-working team player will include:
- Monitoring of all incoming deliveries through the Port of Norfolk with scheduling of port drayage, basic knowledge of port rules and guidelines helpful
- Monitoring and recording of all in-gating and out-gating of chassis
- Extensive computer work maintaining chassis inventory with quarterly and year-end reconciliation; proficiency with Excel required; experience with Syteline a plus
- Establish, update, and maintain trucking contacts and databases; Pro-actively negotiate transportation rates or services
- Scheduling trucking and tracking of outgoing chassis to locations throughout the US to meet the needs and expectations of our customers and sales team
- Monitor transportation operations to ensure that trucking companies comply with company policies and procedures
- Preparation of transportation analysis with regard to potential large projects
- Monitor, maintain, and update special project spreadsheets daily
- Collaborate with other departments to insure goals and objectives are met with regard to transportation
